Testing Services CARGO HANDLING EQUIPMENT
CalFleet offers convenient onsite Cargo Handling Equipment (CHE) Opacity Testing for the Oakland Port as well as the greater San Francisco Bay Area. Our testers are CCDET-III certified and use only CARB-approved devices to conduct all testing.
Cargo handling equipment includes equipment that handles cargo containers, including but not limited to yard trucks (hostlers), forklifts, rubber-tired gantry (RTG) cranes, container handlers, and reach stackers. Bulk cargo equipment, which also requires opacity testing under the CHE Regulation, includes but is not limited to dozers, loaders, railcar movers, and excavators. Maintenance related equipment at ports and intermodal rail yards such as aerial lifts are also considered CHE.
In 2011, CARB approved amendments to the Cargo Handling Equipment (CHE) Regulation. The amended regulation now requires annual opacity testing for all diesel equipment subject to the engine performance requirements listed in CCR 2479(e). Testing is performed using the SAE J1667 snap acceleration test procedure.
SAE J1667 Snap Acceleration Test Procedure
- All cargo handling equipment, including those powered by on-road or off-road certified engines, with or without retrofit emission controls, are required to be opacity tested.
- New engines are required to be tested by January 1st of the year that is the model year plus four (i.e., 2014 model year engines need to be tested first by January 1, 2018).
- The engines in the rubber-tired gantry (RTG) cranes are often not compatible with the SAE J1667 procedure. In these cases, we apply the SAE J1667 snap acceleration modified test procedure for RTG cranes as outlined by the CCDET.Due to some unique equipment/engine configurations, an alternative method of testing may be required. In these cases, alternative methods approved by CARB’s Executive Officer must be used.
CHE Recordkeeping Requirements
End-users are subject to recordkeeping requirements as outlined in section 2479(i) of the CHE Regulation for opacity testing and other provisions. An updated equipment inventory including opacity test result data may be requested by CARB staff as part of an enforcement inspection and/or as part of a compliance check for various funding projects offered by CARB or the air districts. New companies may also be asked to submit an equipment inventory and to verify that their engines are compliant with the CHE Regulation.
